Keyword in that reference is "debris". That debris is left in the uterus to be sloughed off at a later time. So, dead and decaying baby flesh can remain for up to a week to ten days after the procedure.

It's mainly a question of whether the fetus is wanted. Someone who harms a wanted fetus is a criminal. Who decides? the carrier of the fetus. It's pretty simple unless and until the fetus is born. Once born it is a baby and the state decides
