Greenspan sees moderate U.S. economic recovery

WASHINGTON, Feb 27 (Reuters) - Federal Reserve Chairman Alan Greenspan expressed confidence on Wednesday that the U.S. economy was emerging from recession but cautioned that the recovery was likely to be a moderate one.

``Despite the disruptions engendered by the terrorist attacks of Sept. 11, the typical dynamics of the business cycle have reemerged and are prompting a firming in economic activity,'' the Fed chief said in eagerly anticipated testimony prepared for delivery to the House of Representatives Committee on Financial Services.

``An array of influences unique to this business cycle, however, seems likely to moderate the speed of the anticipated recovery,'' Greenspan cautioned.

He said a key sign that the economy was ``close to a turning point'' could be found in the behavior of inventories that now were so lean that companies will be forced to step up production in coming months.

This is another newspaper article which references the actual legislation -

...So yes - the "rebate" was actually an advance on a previously approved tax cut.

...And No - I think you will find that George didn't lie - you just didn't understand what he wasn't saying. (Modern political speak - "I can not tell a lie - The cherry tree has been chopped down.)
...I sometimes wonder if the Bush Babble isn't a clever way to obscure the message to the point where people tend to hear what they want.

PS - You can also blame the democrats - the Tax "Rebate" was their idea. GWB later decided to a share the credit for it when it's passage became apparent.
