You describe a written phenomina that is more like mispronouncing a word. Bush does plenty of that too, but that does not show a lack of comprehension just that the word was either learned from written and not spoken sources or a regional dialect. In fact you can hear him correct himself on mispronounciation (or at least crack a joke about it). It's when his handlers and speech writers put together a policy statement that Bush shows his lack of understanding. TP
