Of course you can rank genocides. We rank murders don't we? Some are reckless, some negligent, some manslaughter, some are "in the heat of passion", some are depraved etc. I think that if Canada were suddenly to slaughter all its Inuit after torturing them for several years that would be more horrific, shocking and surprising than yet another Tutsi-Bantu flare up. That's why a Holocaust perpetrated by cultured Germany is so much more horrifying than one perpetrated by a less advanced nation.
