There is another layer to this as well and that is the prior lack of focus on international roaming and uniform implementation of VAS within the CDMA community.

Roaming and uniform implementation of VAS play hand in hand, and this will be especially true as migration takes place from voice to voice and data. The hypergrowth of SMS is testimony to that.

The Koreans have really taken the bull by the horns and have exercised significant leadership in this regard.

Multi-mode chips from Qualcomm will help, but their is more to this than simply a multi-mode phone and a roaming agreement.
