Oh, I'm sure there was plenty of guilt to go around, including those who manipulated the system and the markets. Yet, by many accounts, there is been little growth in CA's power generation capacity over the past decade. By contrast, new generating plants come on line every month in Texas, and there is an abundance of capacity. There appears to be a better balance between environmental and economic concerns in this part of the lower 48.

I'm not sure how I even stumbled upon this thread, but after scanning through a number of posts it seemed that the entire blame was being attributed to Enron and others of their ilk. The general opinion in these parts seems to be that if the left coast doesn't take control and build local capacity yesterday, it will continue to be the victim of those in control of excess supply.

I guess where you stand depends upon where you sit.
