I think the decision would be no if they voted now. By March 2003 things could change, but I'm not sure that they will.

The French barely agreed to go along, after a lot of pressure. I think the UK may continue its obduracy, although I would not make a firm prediction.

I think the EU is premature, at best. However, the desire to avoid a showdown with member states might temper Brussels, and the Europeans may be intent upon showing independence from the States, so it could limp along indefinitely, much like the UN........
