China Syndrome.............Nikon, which is paying workers incentives to quit, said it will start making digital cameras in China in April. ``Moving to China will allow us to lower our costs in the long run,'' Nikon spokesman Yasuhiro Katagiri said.

Nikon's move is the latest in a series of shifts overseas by Japanese manufactures seeking to cut costs amid increasing competition from low-price rivals. Sony Corp. and Fuji Photo Film Co. have already started camera production in China, while Minolta Co., Sanyo Electric Co. and Olympus Optical Co. have announced they plan to do so.
