I sense from your reply that you may be under the perception the the petrochemical industry here is primarily engaged in refining of gasoline. I'll wager there is more gasoline refined in CA than Texas. There are literally thousands of chemical products made here, which are then incorporated in the manufacture of hundreds of thousands of other products. Unless you're living in nature, it's safe to assume that you are a routine consumer of many of the direct products and byproducts made by the Gulf Coast petrochemical industry.

Sorry... IEPA? Were being built? I presume the construction continues? I would hope so. The ultimate best method for CA to take control of it's energy supply is to produce it locally. Sure, it takes a huge investment for both production and transmission. The cost for failing to make the necessary investment has already been witnessed, however you wish to characterize it's cause.
