I agree that the real market is the veterinary one. As to why they haven't progressed further with it, I do not know. I sort of stopped tracking it a while ago. They did have a CRADA with someone; I think it was the USDA. The purpose was to test their vaccine in cows.

The nice thing about cows is that they do not have an estate that might sue you in case of untimely demise due to problems with a vaccine. If you look at the costs, it is even clear that a reasonable fatality rate due to vaccine couuld be tolerated.
