Reuters said the Chinese-language Economic Daily News reported that Taiwan's cabinet and parliament are in agreement on the move, but the government's priority is to set up a system of "effective management" for chip production investments in mainland China. Under the planned policy, only two-to-three plants using the older processing technology on 200-mm (8-inch) wafers will be allowed to move to China, according to the newspaper, which quoted Chen Ruey-long, a vice economic minister. Reuters said the paper quoted the official as saying the total investment will not exceed NT$200 billion (US$5.7 billion). Taiwan's semiconductor companies have become frustrated by delays in the country's new policies for chip investments in China. The government has waffled over an election campaign pledge to lift a ban on chip manufacturing investments. The easing of restrictions has been extended to a number of industries but so far does not including investments in plants for semiconductors and laptop computers. Recently, Taiwan's top semiconductor executives have complained about the delays, including harsh words from Morris Chang, chairman of Taiwan Manufacturing Semiconductor Co. Ltd.
