Because they have ANSI-41 core networks (not GSM MAP) with cdmaOne/cdma2000 RAN's so no need to overlay a cdma RAN.

They can offer multi-mode phones at such time as they are available for international roaming with GSM carriers provided requiste roaming agreements and roaming apparatus are in place.

Actually, ATT could but PCS and put together a national GSM1X system just like Unicom using their GSM system with Sprint's 1X system.
