Funny you should mention this, but it came up in Skilling's testimony before Congress. Enron, as a natural gas provider, had a huge stake in the development of the MTBE lobby that initially sold the idea to CARB, the California Air Resources Board, with some very bad science. What was supposed originally to be a winter additive to California gasoline, morphed into a double digit percentage year round additive. Very lucrative for Enron, which continues to lobby against the ethanol crowd from the Midwest.
