Zeev, I think they were accepting "stealth" immigrants at one time from other southeast Asian countries, but with the high unemployment I think that practice is done with. Another big problem is the huge voice the farmers (their votes count more than urban votes) have in politics. Their votes help drive policy that has screwed the Japanese consumer at the dinner table for eons. I think the under 40 generation will be the one to turn Japan around. They're the ones with the fewest links to the Japanese miracle of the 60's and 70's and early 80's.
