I think the damage done to the rule of law, if any - certainly much of any perceived lowering of standing - is due to the incredibly petty and pointless series of cases brought against Clinton.
The length, publicity and sheer effort of the trials were so out of proportion to any offence as to make it clear that the law was being used as the tool of personal and political malice... hence the devaluation.

Clinton's behaviour in court lowered him, but that's all. The Republican/religious right is what harmed the rule of law.
