El, that is what I think is happening. Both stocks are in a period of suspended animation.

Merger approved....HWP and CPQ rise

Merger not approved...HWP falls ( falling outlook) and CPQ rises over a period of time, because of an improved outlook

A rejection would be much easier to justify and would be released earlier (like today). An approval will take a lot of explaining and thus we have a delay while the written drafts are finalized.
