I took it like that at first, but it made no sense so I reinterpreted it. An analyst cannot possibly think that they are better at estimating the performance of a processor than the AMD engineers who actually have the processor up and running.

I think SSB were just rather stupidly trying to provide a clock speed for a processor when they have really no idea how to work back from the P4 equivalence to the clock speed for a Hammer. It is obviously more likely that Claw will have a clock speed between 2.4 and 2.6 GHz and improved IPC to reach the 3400+ rating.

Following Grammar by removing the quotes you get

"The company provided the latest processor roadmap,
with some pretty impressive claims for the Hammer family, with a 2.8GHz part shipping by the yr. 2002. The product is currently sampling with key
customers.<<<<<<

Part removed (our estimate; their claim is a 3.4GHz P4 equivalent)

SSB has estimated Hammer at 2.8Ghz and saying AMD is claiming it as 3400+ rating.
