I don't believe there was no agreement between the USSR and America regarding policy toward Afghanistan when the Soviets pulled out. The aid I'm talking about that Reagan did not offer, or even give thought to, is the aid GWB administration is offering now. Whey else would Powell and others say, we won't forget about you this time. The last time was Reagan, not Clinton.
