yes, it does. and because of the very mild winter, more projects completed and completed sooner than forecasted in the bids. consequently more permits were granted and more projects bid into a season that's normally pretty dead. and that's all a good thing, certainly, but, it's due more to luck with the weather gods than to a booming recovery. now, if the weather continues fair through spring, coupled w/low energy prices and steady fed rates, it could certainly fuel a legitimate recovery. if that happens, then we have a reasonable basis for optimism.

we'll see. that's my point.
