As you can see by Puff's abortive attempt to remove the anti-fraud provisions from the pending Anti-Voter-Fraud bill, his puppetmasters make their votes, rather than win them from actual people...

because of the attempts by to stiff the military out of their votes...plus the cigarettes for votes gig, plus the keeping the polls open like an all night strip club gig,
