To get rid of the Win95 logon screen, I renamed the "pwl" files, and changed the Network>Primary Network Logon to "Microsoft Family Logon" as per the Microsoft document. However, the Signon Screen still popped up.

I finally got rid of it by going into Network and deleting both "Client for Microsoft Networks" and "Microsoft Family Logon" in the "Components" box.

I guess you have to eliminate any need for networking to get rid of the Signon screen.
