That statement doesn't follow logically from the preceding one that 8 puts and calls form the basis of the VIX. It seems that it measures expected volatility, i.e. degree of fluctuation, although I would grant you that it's generally been high at Market lows and low at Market highs. If only puts, or only calls were used, that would make it a pure sentiment indicator. During the mid-90s, it fluctuated between much lower lows and much lower highs because Market participants expected a continuation of relatively low S&P fluctuation.
