I highly recommend interactivebrokers.com

.01/shares up to 500 shares and .005 after that.

For someone who only short or buys a couple hundred shares usually, transaction costs are extremely minimal.

Can set a very tight S/L this way.
Execution is good as well.

Options $1.95/contract.
