when I open a document that I would like to save on a CD, and click Send to

Depending on what operating system you are using the instructions on adding to the "send to" menu are different. Go to Google.com and type in "send to menu windowsXX" with no quotes and substitute your os for the x's. Google should show you quite a few sites offering what you need.

Another point, the CD has to be formatted for data before you can send data to it.
