Maybe that's due to the fact that the majority of US investors were able to take advantage of capital gains losses last year, when in previous years they had gains...

Don't understand your quote? What does 17% refer to and where did you get that number? Year 1999, 2000, does it include the 300 dollar election trick? Confused.. do you mean because of greater refunds therre's less demand for credit.. or just the opposite or something else?
