Surely you jest. Only Intel and Microsoft can ram something down the collective throat (or up the appropriate orifice) of the computer industry. AMD can't push people around.

It is their announced intention to get others together to craft a TPI standard. I doubt seriously if Intel will cooperate, they seem satisfied with MHz as the performance metric.

It's not like this is the first time the industry has had this problem. The first one I know of was when the Dhrystone/Whetstone benchmarks started to get out of hand. The solution was SPEC. And SPEC is not bad, but the problem with "stupid compiler tricks" is becoming an issue, just like it did with Dhrystone.
