Yes, the statistical theory of error estimates does
not seem to
be a strong point of these guys, unfortunately.

What are you talking about? ;-) Several thousand is a
very big number, same order as management stock options!
How about oxide layers of 4-atoms thick?
Could it be three or even 2 in few statistically-guaranteed
places? How the electric field will look like there?

Interestingly, speaking about management, I tend to believe
that there is increasing gap between Intel's top
management desires, and solid engineering practices.
Omission of distribution data and choice of samples
may be not the fault of engineers.
