The Enron situations are (blessedly) rare, but the sort of crappola that took place with orcl yesterday has been all too common. The SEC will spend millions chasing down a kid who plants a phoney news release, but turns a blind eye to analysts, who in effect do that every day, and a blind eye to insider trading. The SEC doesn't need a bigger budget, they need more integrity.
