From a business perspective, this could be a little rough. You would have to have benchmark data on all the possible combinations of components which influence performance.

You could come up with the figures before testing every possible combination. You would have to come up with some performance curves for various components, and combine the results. I am not saying it is a simple thing to do, but it could differentiate a vendor that provides such information vs. one that does not.
