All good questions. Seems they still have some loose ends to work out. Not clear who is paying which party for what service or access priviledge once it is operational, or whether the city has control of prices charged for access. Maybe they are expecting these things to be in the proposals.

Do you suppose SBC is crying for regulatory relief as incentive to bid on this<ggg>? Even in the face of open access requirements?

Wonder what they think happens at the end of the 10 years? The previous owner/operator walks out and a new owner/operator comes in?

Frank,

There sure was a lot written about these city nets during the '97-'98 time frame, Palo Alto, especially. I wonder how they're all doing today. This sounds like a good theme for an industry conference or symposium, tallying and examining all of the lessons learned.
