NEW YORK, March 5 — Layoff announcements at U.S. firms fell 40 percent in February from January, but the number of job cuts was still too high to signal that a rebound in the nation’s battered job market is near, Challenger, Gray & Christmas said Tuesday. Meanwhile, a key gauge of activity in the massive U.S. services sector recovered in February, after an unexpected contraction in the previous month.
