I think we discussed this the other day.
Anyway, my opinion is that to release ISS findings during regular market hours would only serve to create a major traffic jam/trading imbalance which would result in the stock being halted.
If the the stock were halted and then reopened, it's the same as waiting till tomorrow to reopen.
The difference is that releasing the findings after the closing bell gives traders and investors time to digest the report and allow cooler heads to prevail tomorrow.
