but it does make a difference is someone short them was covering and thus removing OI, does it not? As opposed to increasing OI with new positions??

when someone sells puts to open, there is no concomitant increase in the OI since the put is bought as well. if you buy a put to open then the OI will increase by one since the derivative was created.
