The only way the GSM proponents can make money on this spectrum is if they get it cheap. Well, it isn't cheap! Meanwhile, the CDMA carriers can manage just fine without any more spectrum, for a couple of years at least. Seems to me that NextWave still has the ultimate decision on how to use the spectrum, at least until the Supreme Court rules on the case. NextWave holds most of the trump. I doubt very much that they will be interested in leasing to GSM or TDMA carriers, particularly because QCOM has an interest in NextWave. Should be interesting to see how all this pans out.

Where is the 30 MHZ of spectrum that they possess in these markets?

These are 30Mhz C Block licenses.. Exactly like the ones Nextwave owns. Metro is the old General Wireless of Auction 5 Bankruptcy fame. And it is spectrum that AWE IS leasing from Metro at this very moment!

"NextWave has made a point of telling people they plan on leasing spectrum for 3G. They call themselves a "carrier's carrier."

Nothing to stop Nextwave from simply leasing out raw spectrum to AWE, Cingular, Voicestream, Verizon, or anyone else that wants it. Why would you actually buid a network, when you can simply act as a leasing company. Go into the office, and pick up the checks once a month! The cost to utilize this spectrum is minimal for a carrier. There is no new base stations to build, etc.

It's a similar deal I think Globalstar will present to LWIN, If Globalstar NewCo is granted ATC authority on their MSS spectrum. LWIN will simply lease the ATC portion of Globalstar ATC spectrum rights, which will self fund Globalstar NewCo. (That's 32 Mhz paired Nationwide spectrum, every BTA). RadioOne Zero IF makes the Globalstar/ATC phones much smaller and cheaper to produce.
