It probably is, and that is of course the term Qualcomm uses.

I used the term "replace" instead of "overlay" intentionally, however. in responding to Ramsey since for all practical purposes most of the GSM base station subsystem (the BTSs & BSCs) are going to probably have to be replaced to fully accomplish the "overlay" after some initial spectrum clearing. In addition some sort of NNI is going to have to be put in place for full network to network interoperability.

We are not talking an inexpensive proposition.
