Generally, voters don't get much of a say in the matter. It's the state legislatures, with plenty of power marketer bribes that gets the enabling legislation passed. We just had the rule changeover here in Portland General Electric'sand Pacific Power's service areas. The change to a more de-regulated struture was postponed six months, and we are assured by the usual crowd that what happened to California could never, ever happen here. We'll see... <g> -Ray
