Allan, I think there may be national security reasons also for the protection of the steel industry. The dept. of defense uses a lot of the stuff, so they want to make sure they can get it locally if needed.

It's election year also for Congress, and Bush is trying to win some votes so the Republicans can have all 3-branches of the government (not likely in my mind).
