There was a program about this some months ago in the UK (probably the same one). At the time, Australia was desperate for settlers, especially whites, and needed workers at all levels. Adult settlers were offered special deals to come over (the "ten-pound Poms"). IMO the idea was to use poor white children for menial/labouring jobs, rather than have to accept non-white immigration.

It wasn't just - or even mainly - orphans. This was before legalisation of abortion, and before contraception was widely available for unmarried women (unless they were rich or very bold). Babies and young children were frequently taken from young, unmarried mothers and put into homes - generally, though not always, church-run. The sinful mothers were not allowed to see them thereafter. And these children often ended up overseas...
I don't know when this stopped but I believe it was happening until the late 1950's.

Very shameful.
