pcstelisaliar: If you want to indicate the judicial review tolled the buildout deadlines, then that is fine. There is no indication of such data in attachments to their FCC licenses! I had assumed that this was the case. But the sudden rush of "protection builds" and Buildout Requirement Notifications at YE01 seems to indicate otherwise! Most WSP's don't even file their Buildout notifications until shortly before the deadline approaches. Even if the buildout was done years prior! Why would Nextwave file all of these minimum build, buildout notices, if the license's and buildout covenants were all tolled? Doesn't make any sense to me? According to their FCC licenses in their current form.. Buildout deadlines were missed in several markets. Best Regards, PCSTEL
