Those that do multiple submissions have, in my observation of friends, just gotten so tired of waiting six months or more for a rejection slip that they don't give a damn any more. Of course if you'd been published by a journal once, or had other reason to think you would be treated considerately, it would be most ill-advised to multiple-submit.

The writers get to hate the editors sometimes. Like, when they lose their manuscripts.
