I think the difference may be EGO. My impression of Bush is that he is willing to take direction on certain matters from his advisors / or supporting staff.

All those Reagan/Bush I operatives.

He does seem lighter on his feet when it comes to changing or modifying policies if - after running them up the flagpole - they don't seem to fly well.
