I would guess the opposition party would know about the plan since the opposition party was in office the last 8 years and my mother knew about it in the 70s. Hell, the tunnels in West Virginia are open to tours to anyone who wants to take them.

Since it has been policy since the 60s and my mother knew about it plus the tours, someone who has been in government for decades should have gotten it by osmosis.

Government 101: We have three separate, equal branches of government.

The Executive branch manages government departments and agencies, but doesn't have authority over the other two equal branches -- Congress, and the Federal Judiciary. They're responsible for themselves and their own plans (remember, Daschle kept the Senate open despite the anthrax mailings? Bush had no say).

Bush activated (under long-standing, prior plans) remote locations for certain departmental and agency personnel to conduct business THAT IS THE RESPONSIBILITY OF THE EXECUTIVE BRANCH in the event of a national emergency.

If Bush had tried to do so for Congress or the Courts, but didn't do, he would have overstepped his authority -- which belies the claims and innuendo that have been circulating about a "Shadow Government" and an "Imperial Presidency."

In fact, it just shows how left-wing the media is by buying and printing the hoopla being dished out by Daschle, the Democrat Party, and left-wing special interest groups. It just ain't so, and no amount of screaming will make it so.
