Bush through their Carlyle racket. This is an archaic piece of artillery that would have been a wonderful addition to the armaments of the Battle of Verdun, circa 1916. Beyond that, there really is no justification for it, at all. Except for the profits to be had by Poppy, of course. Almost goes without saying. And SDI? Don't even get me started on what a useless boondoggle this one is. Oy vey! How many terrorists is this one going to help us eradicate? Not one.
