Sometimes moving it then closing it right away makes the move permanent, sometimes it doesn't.
Give it a try and report back.

Eagle,

When you get it positioned and sized the way you want it, click on the small icon at the upper left corner of the Minesweeper window, then press and hold down the shift key and click on "Close". This should remember the current settings.
