I must have mispoke... changing the 'basket' is fine adjusting the prices based on last years basket vs this years makes little sense IMO... if you keep what you would call a 'basket of necessities'- as 'necessity' changes, then there is no need to adjust the prices within that basket, just follow the rising price of the basket.

If you're going to use them, it's best to have them consistant... hedonic pricing is not as good as simple unadjusted numbers IMO.
