a) I would expect MSFT to act in a similar way after this judgement - why would the leopard change its spots? We have already seen behavior showing how MSFT intends to "comply"

b) No doubt the original DOJ team had fire in their blood to "get" MSFT, and in part because MSFT basically thumbed their nose at the prior consent decree. The new team seems to be "playing by the rules". I'm only pointing out that their behavior is consistent with the past, not judging its correctness.

c) IMHO, MSFT screwed up by not doing a deal before any judgements, but they may regard the prospect of spending some money as a fair price for whatever they got in the way of reduced constraints.
