It said only 39% (thirty-nine percent) qualify, which means the rest don't. I would think for many, it's a matter of no longer qualifying (benefits used up). Whether they stop going on interviews or just run out of benefits, they aren't working any longer. Once in a while I see mention of those that exit out the end of the benefit period -- I think in January is was fully one million people. Hard to believe! One labor source said that for January the "official" figure was 5.6% while the actual figure (including those whose benefits expired and those who gave up) was 10.5%, which is just a tad higher ratio than the one given in Parade.
