What happens when the gov't is receiving significantly less tax money while spending more?

i would imagine that it would have to sell more bonds to pay for the extra spending. That may be another reason bond yields have been going up. The bond vigilantes are probably watching all this.

But at what level is the debt too much? That would be a good thing to figure out.
