For some time, it had been banned and/or in disfavour - it was never that common anyway. Only a few of the Highland clans wore it much - they were seen as primitives or savages, at best backwoods hicks - something like Kentucky woodsmen, or similar.
A load of the inhabitants of Balmoral were dressed up in plaid (either at her wish or for some party of hers, anyway it was imposed) & she liked it...
