Just heard that on news. That is awful, it may say we will use nukes first, I need more details, thus telling the rest of the world to shoot before we shoot them. Not a good policy.

Dear Patricia: The military's task is to always prepare contingency plans for any eventuality. This is nothing new and IMHO nothing to become particularly alarmed about. jdn
